Aluminum bolts like this are commonly available in sporting goods stores, and on eBay, (36 for under $10 plus shipping). Also available are plastic (PVC) ones that give slightly better range, but the aluminum ones can be weighted for greater penetration at the cost of range.

Plans include instructions for making broadhead bolts for it.

Tools required
Electric drill motor, hacksaw and metal files will be needed (although the metal work is minimal). A few common woodworking tools.
